Terms and Conditions

1. These Terms and Conditions apply to the ActewAGL Ceiling Insulation Upgrade Program.
   
   
2. The offer is available to:
   
   o ActewAGL customers who hold an eligible concession card, or 
   o The owner, tenant or property manager of a tenanted property with a residential tenancy agreement with weekly rent being $660 or less. (The discount will be provided to the person who pays the cost of the installation on the final invoice provided by Canberra Insulation Specialists – trading as Alexander Watson.) Written confirmation from the property manager will be required to verify that the property is tenanted at a weekly rent of $660 or less.
   
   
3. The existing insulation must have an R-Value of 2 or less and be upgraded to a minimum R-value of 5.
   
   
4. The offer is only available for ACT properties for quotes accepted from 1 October 2025 and may be withdrawn without notice.
   
   
5. The offer is not available to residential premises undergoing development or refurbishment under an existing development approval.
   
   
6. The offer is only available to ActewAGL customers who have an active electricity account with ActewAGL at the time of insulation installation.
   
   
7. Eligible Activity - Discounts and special conditions (including GST): 
   
   
   Existing Insulation

   Loose fill or bat a combination of both with a maximum R-value of 2.

   New Insulation

   Knauf Earthwool ceiling bat, Fletcher Pink Bat or Knauf Blow-In Insulation with a minimum system of R-value of 5 or greater.

   ActewAGL discount

   Up to $4000 discount off the cost of insulation installation. A lower discount will be offered where the quoted price is less than $4000.

   $600 credited to your ActewAGL electricity account over three years ($50 credit per quarter).

    

8. The discount off the costs of installation applies to the person who is paying for the energy efficiency upgrade (if they are a holder of an ActewAGL electricity account).
   
   
9. Where the applicable ActewAGL Discount includes an amount to be credited to a customer’s ActewAGL electricity account, the credit amount will be applied quarterly to the customer’s ActewAGL electricity account over the annual period as defined in the Eligible Activity table above. Should the customer close their ActewAGL electricity account, the credit expires unless the customer moves to another property and stays with ActewAGL. Where the customer moves to another property outside of the ActewAGL supply area the credit will expire.
   
   
10. Depending on the quality of the pre-existing insulation it may be removed from the property and replaced to a minimum R-value of 5. Alternatively, it may be ‘topped up’ to a minimum R-value of 5.
    
    
11. ActewAGL determines the eligibility of the insulation to be installed based on various state and federal product registers, the manufacturer’s instructions, Australian standards and Energy Efficiency Scheme Codes of Practice. For the purposes of this offer, only insulation nominated by ActewAGL will be eligible.
    
    
12. Eligible concession card holders must present one of the following concession cards which show that the concession card holder’s residential address matches the installation address:
    
    
    • Commonwealth Health Care Card 
    • Commonwealth Pensioner Concession Card 
    • Commonwealth Seniors Health Card 
    • Commonwealth Low Income Health Care Card 
    • Commonwealth Disability Support Pension Card 
    • War Widows Repatriation Card 
    • Department of Veterans’ Affairs Pension Card 
    • Department of Veterans’ Affairs TPI Card (gold) 
    • Department of Veterans’ Affairs Repatriation Health Card (gold).

     

13. Eligible tenanted properties must have in place a residential tenancy agreement and rent for the premises must be $660 or less. Confirmation of this will be required in writing by either the property owner or the property manager. 
    
    
14. Households not eligible for the concession cards listed above, or owner occupiers who are experiencing financial hardship, will need to either: a) be referred by a specified community organisation, b) receive a government energy concession, or c) access an ActewAGL's hardship program, to be eligible for this program.
    
    
15. This offer is available from the following approved retailer:
    
    
    • Canberra Insulation Specialists – trading as Alexander Watson 3-4/76 Hoskins St, Mitchell Australian Capital Territory 2911.
      
      
16. This offer is not available for government projects, new homes, commercial projects or property developments and properties that are listed on the Asbestos Response Taskforce’s list of affected properties.
    
    
17. To receive the discount, the homeowner, tenant or an appropriate person representing the homeowner must sign the consumer declaration on the Activity Record Form. ActewAGL is required to collect and record the information on the Activity Record Form under the Energy Efficiency (Cost of Living) Improvement Act 2012.
    
    
18. Attendance may be required by the customer for a post installation inspection and customer handover. When an installer is at the property, a person over the age of 18 must be available and onsite at all times.
    
    
19. ActewAGL reserves its right to change these terms and conditions at any time and remove or otherwise modify the discount offered.
    
    
20. All amounts include GST unless otherwise stated.
    
    
21. ActewAGL is bound by the Australian Privacy Principles in the Privacy Act 1988 (Cth). ActewAGL collects personal information in order to conduct the offer and may, for this purpose, disclose such information to third parties, including but not limited to agents, contractors, service providers and reward suppliers.
