Community Energy Efficiency Scheme (CEES) Heating/Cooling and Hot Water upgrade terms and conditions

  1. These terms and conditions apply to the ActewAGL Community Energy Efficiency Scheme (CEES) and by submitting an Expression of Interest, community organisations warrant that they have read, understand and agree to be bound by these terms and conditions.
  2. The CEES offers Eligible Community Organisations an opportunity to apply for a free energy efficient appliance upgrade consisting of: an upgrade of an existing ducted natural gas heater with a new high efficiency eligible 11.2 kW to 25kW ducted electric reverse-cycle air conditioner systems or an upgrade of an existing natural gas flued heater with a new high efficiency eligible reverse-cycle air conditioner system or an upgrade of an existing gas water heater with a new eligible hot water heat pump (Offer).
  3. The Offer is only available to community organisations that satisfy the following Eligibility Criteria (Eligible Community Organisations):
    1. holds an ActewAGL electricity account for a property or properties located in the ACT; and
    2. provides services and support to vulnerable people in the ACT.
  4. The Offer is not available to properties owned by Housing ACT.  Housing ACT properties may be eligible for upgrades under a different scheme.
  5. Community Organisations wishing to accept the Offer must submit an Expression of Interest via the ActewAGL website ( addressing the Eligibility Criteria.
  6. The ActewAGL selection panel will determine, in its sole discretion, if an Expression of Interest satisfies the Eligibility Criteria. The decision of the ActewAGL selection panel is final and no correspondence will be entered into.
  7. Eligible Community Organisations must satisfy the Eligibility Criteria to apply. If Eligibility Criteria is satisfied, a site visit will be arranged to determine if the premises is suitable for the energy efficient appliance upgrade.
  8. If the premises is determined to be suitable and funding is available, the Eligible Community Organisation will be asked to confirm they accept the Offer to proceed with the appliance upgrade.
  9. Eligible Community Organisations acknowledge and agree that the Offer is dependent on the availability of adequate funding and is provided on a first come first served basis. The Offer maybe withdrawn at any time without notice.
  10. Eligible Community Organisations understand they may be added to a wait list.
  11. The Offer is not available to a community organisation located at premises undergoing development or refurbishment under an existing development approval.
  12. The Offer is not available to a community organisation located at premises deemed ineligible due to install complexities and/or additional costs not covered by the program.
  13. The Offer does not, unless specifically stated in writing, include any necessary alterations or relocations or repair of existing services.
  14. ActewAGL will arrange for existing appliance system to be decommissioned and removed from the premises by the authorised installer.
  15. ActewAGL determines the eligibility of the replacement appliance systems to be installed based on various state and federal product registers, the manufacturer’s instructions, Australian standards, Energy Efficiency Scheme Codes of Practice. Only systems nominated by ActewAGL can be provided for upgrades.
  16. ActewAGL will select an approved contractor for installation.
  17. This Offer is not available for government projects, new homes, commercial projects or property developments and properties that are listed on the Asbestos Response Taskforce’s list of affected properties.
  18. To receive the upgrade, the Eligible Community Organisation’s authorised representative must sign the consumer declaration on the Activity Record Form. ActewAGL is required to collect and record the information on the Activity Record Form under the Energy Efficiency (Cost of Living) Improvement Act 2012 (ACT).
  19. Attendance may be required by the Eligible Community Organisation’s authorised representative for a post installation inspection and customer handover. A person over the age of 18 years must be available and on-site at all times when the installer is at the property.
  20. ActewAGL reserves the right to change these terms and conditions at any time and remove or otherwise modify the Offer including the energy efficient appliances offered.
  21. ActewAGL is not liable for any loss suffered or sustained in connection with the Offer, except for liability which cannot be excluded by law.
  22. Eligible Community Organisations may be required by ActewAGL to participate in a photo, video and/or film session to promote the CEES. Eligible Community Organisations acknowledge and agree that ActewAGL has the right to use such publicity photos, videos and/or films in any medium and in any reasonable manner it sees fit unless an Eligible Community Organisation advises ActewAGL at the time of submitting its Expression of Interest that it does not wish to participate in any publicity.
  23. ActewAGL is bound by the Australian Privacy Principles in the Privacy Act 1988 (Cth). ActewAGL collects personal information in order to conduct the Offer and may, for this purpose, disclose such information to third parties, including but not limited to agents, contractors, service providers and reward suppliers.
