APPENDIX M - Summary of Approval Processes

The following is a simple checklist for Developers and/or their Consultants and Contractors to follow whilst progressing through the design, construction and handover phases of the works. The term "Developer" used in this appendix may refer to the Authorised Consultant or the Contractor.

1. Initial project assessment


Summary of Process
a) Developer approaches ACTEW with development proposal and provides description of proposed works.
b) ACTEW assesses the nature of the works as minor or major.
c) ACTEW advises the Developer on the Approval Process requirements. In some instances this may include the need for special studies or investigations.

2. Minor works

Works of a minor nature may be:

  • a connection and/or disconnection, or the relocation of services to a single dwelling;
  • the adjustment of cover levels or the lowering of pipes;
  • the addition of hydrants or valves to pipes;
  • modifications to covers or meters.
Summary of Design, Construction and Handover Process Requirements

a)

Developer submits an External Services Plan (ES Plan) to ACTEW for design acceptance (for the requirements of an ES Plan refer to the reverse side of the approvals form Application for External Services Design Approval, WSSS - 2).

Form WSSS - 2 submitted by Developer with attachments.

b)

Design acceptance by ACTEW including a quotation for all work to be carried out on ACTEW"s live system.

ES Design Approval Advice form sent by ACTEW.

c)

Developer undertakes work.

d)

Water meter(s) issued to Developer by ACTEW (if relevant).

Water Meter Issue form signed by Developer.

e)

Developer pays fees as quoted by ACTEW.

f)

Developer applies for connection and/or disconnection and provides ACTEW with WAE Records.

Form WSSS - 5 submitted by Developer with attachments.

g)

ACTEW may undertake inspections of the completed work against the WAE Records.

h)

Connection(s) and/or disconnection(s) are made by ACTEW.

i)

A Certificate of Operation is issued by ACTEW.

Letter sent by ACTEW.

3. Major Works


Summary of design, construction and handover process Requirements

a)

Developer submits to ACTEW Authorisation of Consultant to act on Developer"s behalf.

Form WSSS - 0 submitted by Developer.

b)

Developer submits Design Submission 1 to ACTEW for design acceptance.

Form WSSS - 1 submitted by Developer with attachments.

c)

"Approval In Principal" to proceed with detail design issued by ACTEW.

Letter sent or drawings stamped by ACTEW.

d)

Developer submits Design Submission 2 to ACTEW for design acceptance.

Form WSSS - 1 submitted by Developer with attachments.

e)

Certificate of Design Acceptance by ACTEW.

Letter sent or drawingsstamped by ACTEW.

f)

Developer executes Hydraulic Services Deed and Security Undertaking (Bond) with ACTEW.

Legal document prepared between parties.

g)

Developer notifies ACTEW of Construction Commencement and provides Inspection and Test Plans.

Form WSSS - 3 submitted by Developer.

h)

Developer undertakes work.

i)

Water meter(s) issued to Developer by ACTEW (if relevant).

Water Metre Issue form signed by Developer.

j)

Developer and ACTEW undertake Acceptance Testing and inspections during construction and at the end of the works.

Progressive inspection reports carried out and Test Certificates provided by Developer.

k)

Developer applies for Provisional Certificate of Operation. With this Developer requests quotation for connection and/or disconnection and pays fee as quoted by ACTEW.

Form WSSS - 4 submitted by Developer. As Constructed Records and Tie Books provided by Developer

l)

Approval for connection(s) and/or disconnection(s) given by ACTEW.

Subject to satisfactory Handover Inspection.

m)

Developer provides WAE Records to ACTEW at least 10 days prior to expecting the issue of Provisional Certificate of Operation. If the WAE information or format is unsatisfactory submission fees may be incurred.

Records submitted by Developer.

n)

A Provisional Certificate of Operation is issued by ACTEW, with commencement of the Defects Liability Period.

Letter sent by ACTEW.

o)

A Final Inspection is carried out by ACTEW at the end of the Defects Liability Period.

Inspection report sent by ACTEW only if defects found.

p)

Rectification of any defects by ACTEW or Developer at the Developer"s expense.

q)

A Certificate of Operation is issued by ACTEW.

Letter sent by ACTEW.

r)

Release of Bond (Security Undertaking).

4. Demolition Works

The Designer shall submit to ACTEW a Demolition Plan. This plan is to identify:

  • all existing hydraulic services to the site, including existing meter numbers;
  • all works to be demolished including buildings, landscaping and hydraulic services;
  • locations of temporary or permanent disconnections internal or external to a block.

No demolition should commence until a Certificate of Design Acceptance of the demolition plan has been issued by ACTEW. Disconnections involving ACTEW assets may only be undertaken by ACTEW at which time any associated water meters on that connection shall be removed by ACTEW. These disconnections will be undertaken at the Contractors expense.

Disconnections internal to a block on non-ACTEW assets are to meet BEPCON requirements.
