Distribution Asset Management Services (DAMS) Agreement
The DAMS Agreement was executed in 2000 between Jemena Asset Management Pty Ltd ("JAM"), Jemena Networks (ACT) Pty Ltd and ACTEW Distribution Ltd. (current entity names used). ActewAGL has thus engaged JAM to provide management services and asset services in respect of the operation, maintenance and development of ActewAGL's gas networks infrastructure.
Management services include:
- maintaining commercial, technical and operating standards and policies for the business
- monitoring and reporting on the commercial, marketing, technical and operational performance of the business
- monitoring and reporting on the safety, reliability, and security of gas supply to all ACT gas network consumers
- monitoring the physical integrity and reliability of the asset through review and analysis of surveillance and maintenance records
- managing regulatory compliance of all ACT gas network business activities
- managing and reporting on prudent expenditure of capital expenditure versus operating expenditure
- managing the long term network capacity
Asset services include:
- network utilisation and development services
- customer services
- network planning and engineering services
- project management and technical services
- network control services
- field maintenance services
- supplementary DAMS Agreement.
Under the DAMS Agreement, JAM agreed to provide project management services to ActewAGL, for capital works associated with the expansion and renewal of ActewAGL's gas distribution network.
Supplementary DAMS Agreement
The Supplementary DAMS Agreement sets out the process for the approval and billing of routine capital works. The Supplementary DAMS Agreement contains a schedule of unit rates for conducting routine capital works. The majority of capital works undertaken by JAM are routine works undertaken at these unit rates.
